Water is the issue in the Andes

I think in this story from La Paz that AP missed the most important aspect of the story, which it buried in the final paragraphs: Global climate change (in this instance, it might be just the La Nina effect), not global "warming" seems to be the cause of water supply shortages throughout the Andean cordillera. There may be other, unknown climate change phenomena going on here, but population demand, and poor usage technologies and practices, also are to blame.
