German foundation report on LatAm democracy

The Konrad Adenauer Foundation, based in Germany but active in more than 120 countries, has issued its annual report on democracy trends in Latin America. It makes for interesting reading, and its conclusions are more objective and politically neutral than most.
Focusing heavily on nations' institutions and governance, and especially on the rule of law (estado de derecho), the report lists Chile, Costa Rica and Uruguay at the top of the heap, and Ecuador, Guatemala and Bolivia at the bottom.
