The often under-cited but highly valuable nonprofit
Washington Office on Latin America, or WOLA, has released an important
report relating to the Obama Administration's decision not to extend favored-trading status to Bolivia. It clarifies some of the complicated history of the anti-narcotics campaign inside Bolivia, and the roles Bolivia and the United States are playing in that fight, and points out important inconsistencies and inaccuracies in the administration's stated reasons for the trade decision.
